What problem does this solve?

No standardized starting point for PHP repos such as the xegames.online and brgutah.com sites.

Proposed solution

Create template-php containing all standard files from .forgejo plus ci-php.yml, .editorconfig for PHP, composer.json, and .php-cs-fixer.php config.
